Sixteen states currently participate in the Electronic Parent Locator Network (EPLN), a consortium of states whose common objective is to pool resources to provide cost-effective solutions for interstate and intrastate child support issues. EPLN offers three services to its member states: Financial Institution Data Match (FIDM) and Automated Enforcement of Interstate cases (AEI)’s and Parent Locate.

EPLN’s unique interstate FIDM service merges all state files into one, distributing it to more than 4,000 in-state member financial institutions. The match has identified in more than 3 million intrastate accounts and nearly 600,000 interstate accounts. EPLN’s web based AEI system allows member states to act quickly on all those interstate accounts through an easy on-line freeze and seize process. To date the AEI system has collected over $1 million in interstate arrears. In addition, two locate tools are available to EPLN states, a Shared Database and access to Supplemental Locate Services that provide data from approximately 1000 data sources.

NCSEA’s Executive Director, Colleen Delaney Eubanks, CAE, recently served as the executive director of The Christ Child Society of Washington, DC, a position she held since January 2001. Founded in 1887 by Washington DC native Mary Virginia Merrick, The Christ Child Society serves the material, spiritual, and emotional needs of at-risk children and youth regardless of race or creed. The Society is a $2.2 million dollar budget organization which employs 21 staff members who are dedicated in a variety of ways to serving at-risk, vulnerable children in Washington DC and its suburbs.

From 1996 – 2000 Ms. Eubanks was the Director of Board and Affiliate Relations at the Printing Industries of America in Alexandria, VA. In that position Ms. Eubanks supported the trade association’s governance structure and fostered communication between the national organization and its affiliated organizations throughout the United States.

From 1993 – 1996 Ms. Eubanks served as director of two accrediting commissions: Accreditation Commission for Programs in Hospitality Administration (four year programs) and the Commission on Accreditation for Hospitality Management (two year programs). In that position Ms. Eubanks oversaw all aspects of the organizations and the accreditation processes. Ms. Eubanks was also employed in the private sector for a number of years as a sales manager and training officer for First American Bank. Her first non-profit experience was as a program director for a vocational accrediting commission from 1986 through 1989.

Colleen Delaney Eubanks received her BA in English Literature from the University of San Diego. In June 2000, Ms. Eubanks was certified as a CAE. She served as a member of the ASAE CAE Commission, (2005-2006), was a member of the CAE Exam Committee (2001-2004), and was a member of the ASAE Chapter Relations Council (1997-2000). Ms. Eubanks also served as a member of the St. Anselm’s Abbey School Parent Committee (2004-2006). She is currently the Treasurer of the National Capital Area Women’s Paddling Association.

A native of Denver, Colorado, Colleen lives in Washington, DC with her husband, writer W. Ralph Eubanks, who is also director of publishing at the Library of Congress, and their three children: Patrick (14), Aidan (13) and Delaney (9). She is a member of the NCAWPA competitive outrigger canoe team, enjoys reading, gardening and many outdoor activities.
